JICA “Technical Cooperation” Program Ex-post Evaluation

•Background

- Japan International Cooperation Agency (JICA) is responsible for Japanese official aid programs in China. JICA’s “Technical Cooperation” program had launched 175 projects since 2000. JICA wanted to conduct a comprehensive evaluation of the overall program and its problems, so as to inform on its future development. 

•CCIA’s services and results

- Conducted desk research, implementers’ survey, field investigation, stakeholder interview, expert meeting etc. using logical framework method and OECD DAC’s evaluation principles of development aid, and evaluated the execution, effectiveness and impact of the 166 “Technical Cooperation Projects” that had been completed by 2012.

- The Evaluation Report, released at the 2nd China Charity Fair in China and at the 4th East Asia Civic Forum in Japan, was well received.
